Universal Video Player Controls is a very tiny and efficient extension. It is intended for "power users" that can cope with the fact that it doesn't always work well. The extension is capable of seeking video playback in any direction (forwards, backwards, and even to the next/previous track) using hotkeys. However, please be aware that the extension might not work well on some websites, such as YouTube or Netflix, due to the fact that they have their own video player that they use for playing videos.
